The EU ETS aims to lead to emission reductions and has so far played an increasingly important role in helping European industry to implement the kind of reductions envisaged under the EU target of an overall reduction in greenhouse gas emissions of at least 20% across the EU by 2020. The programme was launched in 2005, with Phase I being introduced as a three-year pilot project that ran until 2007. Phase II was operated between 2008 and 2012, Phase III currently runs from 2013 to 2020. Phase IV, which runs from 2021 to 2030, requires sectors covered by the EU ETS to reduce their emissions by 43% by 2030 compared to 2005 levels. Other changes in the design of the system will include a stricter emission cap, a strengthening of the mechanism to eliminate excess allowances from the market and changes to reduce the administrative burden on small industries. The ratification of the Paris Agreement was approved by Dáil Éireann on 27 October 2016. From 30 November to 13 December 2015, climate negotiators met in Paris for the 21st Conference of the Parties “COP21″ to the United Nations Framework Convention on Climate Change (UNFCCC). The UNFCCC was one of three conventions adopted at the first United Nations Conference on Environment and Development in 1992. Under the Convention, Parties have generally committed themselves to addressing climate change, adapting to its impacts and reporting on actions taken. The objective of COP21 was to develop the first legally binding and universal climate agreement during the 23-year negotiations to mitigate global warming and the negative effects of climate change. The completion of the ratification process comes at a time when world leaders will gather in Morocco for COP22, where they will discuss how to implement the Paris Agreement. With its ratification by the European Union, the agreement received enough contracting parties to enter into force on 4 November 2016.

The Department for Communications and Climate Action said Ireland “is a strong supporter of the Paris Agreement and expressed its continued commitment by signing the agreement with other EU member states at the signing ceremony in New York on 22 April 2016″. The Paris Agreement was signed as part of the United Nations Framework Convention on Climate Change on 12 September. December 2015.
